Capital Projects

This spring, Glens Falls City School District voters will be asked whether to approve two ballot propositions. The first is a Capital Project that will repair, upgrade, and improve facilities across every school building in the district. The second is an Energy Performance Contract (EPC) — a financial tool that captures additional state funding and energy savings to stretch every dollar further. These two propositions work hand-in-hand.

The proposition for the capital project is tax-neutral at $29,160,000, since the district’s state building aid is approximately 76%. This proposition includes voter approval to use $3,000,000 in savings from our capital reserve toward the project. The majority of the project includes regular, responsible maintenance, repair, and replacement of items we may not consider exciting—but they are part of our commitment to conscientious stewardship of existing facilities.
The proposition for the Energy Performance Contract is not additional construction or new spending. It is a smarter way to pay for improvements already included in the Capital Project. A positive vote from the community would increase state aid for the capital project by 10%, resulting in estimated $350,000 in additional state aid for the district.
Key repairs in the Capital Project:
- Playground repairs/improvements at all elementary schools
- Kitchen renovations at all five school buildings; Renovation of the High School cafeteria to include better seating configurations and improved flow of food service lines
- Middle School roof repair
- MS/HS Public Address system repairs and replacements
- Pool pump and ventilation system replacement at the High School
- LED lighting upgrades throughout all buildings
- Weatherization, insulation & air sealing at all buildings
- High School bathroom renovations to include more single-stall restrooms, Pool pump replacements, HS Classroom lighting
- Asbestos abatement in small areas at multiple buildings
- Big Cross parking lot expansion; gym air handling unit replacement
- Jackson Heights boiler and hot water heater replacement, replace electrical panels, upgrades to the building’s electrical service
- Kensington Road EPDM roof replacement, replacement of asphalt sidewalk with concrete, replacement of unit ventilators in classrooms
- Bus Garage pavement of gravel area for better bus parking; right-size gas service
